America’s ‘AI Action Plan’

For better or worse, the Trump administration has released a sweeping AI Action Plan outlining 90+ policy actions aimed at securing U.S. dominance in artificial intelligence. Shaped by over 10,000 public comments, the 28-page plan focuses on accelerating innovation, expanding infrastructure, and strengthening global influence.

Key concerns include dismantling of safety and ethical guardrails, favored access for ‘big tech’, environmental and politicization issues, and community concerns.

Just the energy requirements are mind-boggling! By 2027, AI-specific energy use could reach 3–4% of global electricity consumption, according to the IEA and MIT. That’s comparable to the total energy consumption of entire countries like Italy or Argentina!

Summary of ‘Key Pillars’ of the Proposal

📌 Pillar I: Accelerate AI Innovation

  • Public input: Synthesized 10,000+ comments into mandates for open-source support, intellectual property clarity, and rights to use copyrighted material in training  .
  • Deregulation: Rescinds Biden-era safety mandates; believes “woke” or ideological guardrails hinder U.S. competitiveness  .
  • Bias standards: Introduces “ideological neutrality” rules—federal contractors must certify models as neutral  .

⚡ Pillar II: Build American AI Infrastructure

  • Data center rollout: Expedites permits—extends to semiconductor fabs and energy facilities with relaxed environmental reviews  .
  • Federal investments: Enables $100B+ in public financing for exports and supply chain support  .
  • Workforce development: Launches education efforts for youth and workforce reskilling through Orders 14277/14278  .

🌍 Pillar III: Lead in Diplomacy & Security

  • AI exports: Promotes sale of U.S. AI stacks to allies; examines Chinese models for censorship/alignment risks  .
  • Federal-state leverage: Will withhold AI funding from states with “burdensome” rules; orders FCC to assess regulation conflicts  .

🗣️ Executive Orders (July 23, 2025)

  1. Permit fast-track for AI infrastructure
  2. Ban use of “ideologically biased” models in government
  3. Promote U.S. AI exports
